I was just in a match where one player on the opposing team was not using the team color skin or the keel/bright that i had set. The players name also did not appear. When he killed me the message was "fragged by". Is this a new hack?

Sounds more like a bug than a hack.
Terrible internet since forever.
Known bug that's been in the game for at least a year, if not longer.
