Vanilla Q3 doesn't allow black names. Maybe some community mod (CPMA/OSP/etc.) allows it.

People *used* to be able to have a black name by putting a ^8 on the end of a clantag iirc - this isn't cancelled out by the game and so results in black chars being available in the nick as well as the clantag. Not sure if that's still possible.
Personally I'm not bothered if it's implemented or not but some kinda forceenemynickcolor or suchlike should be added as well to prevent name trolling if it were. Also I'd imagine they'd have to code something to check for names where abusive terms could be highlighted out of otherwise black text
