When I said correct windows settings I should have said having administration rights or being the admin. Users could (win 7) enable the built in admin account and give itself (user) full admin on his account via - Control Panel\All Control Panel Items\User Accounts. To enable built in admin -> Computer Management\local users and Groups\users\administrator\properties - or you can do it by an elevated command prompt
net user administrator /active:yes - net user administrator /active:no
Then login to the admin account and grant (user) whatever file access you want
