In 'Start a Match', we need to be able to check what can be voted on.
You actually did put one for 'ruleset', but then ignorantly only made it uncheckable if you run it as a premium server.
As the server operator, I should also still be able to callvote for whatever I want and whenever I want. This includes mid-game voting.

A checklist for all the possible voting options in start a match would be good. F1
It'd probably get too complicated but i'd like to see 2 checklists for each vote as well, 1 for pre-game voting and 1 for mid-game voting.
eg Allow shuffle vote pre-game but disabled once the game starts, whereas kick vote allowed during and pre-game etc
