Actually I'm pretty sure it's mostly random with making sure that there's at least *some* decent maps for each gametype.
The people that complain that Campgrounds isn't here this month should just play in spawned servers; it'll make things a lot easier for them.

Why CTF4 is bad
Why are you using the same maps used in previous rotations when there are other ctf maps that have yet to be in it? Is it completely random?
They need to try to get maps that people will actually play so the gamemode doesn't entirely die down. I assume you're referring to the lack of Vortex Portal being included. The issue with this map is that oftentimes if/when it gets picked, people leave. While it can be a fun map, a lot of "competitive" players don't like playing it, and therefore just don't play it. (Since I know we're both tier 4, I'm mainly referring to us, since it may not be the same for lower tiers [which we can't see])
EDIT: Just to clarify, I'm aware that it was in September's rotation

Why CTF4 is bad
We've gone through all the CTF arenas as of the end of December. The additional CTF choice per month will go through CTF a bit quicker than the non-CTF pool.
It was just in the rotation for the month of January.
Sometimes I wonder...
"Why is that frisbee getting bigger?"
Then it hits me.
