Yesterday, I tried joining an insta ffa server and it said my skill level was too high.
I have never seen this before, and thought the skill tiers were applicable only to all weapons games. Am I right, or was it what I was smoking that made me see it?

They've always been tiered. Just most of them are often unrestricted.
Interestingly, they affect your tier rating as well. If you're an iCTF god, you'll be T5 (gold bar) but this is your tier for regular CTF as well. Even modded games affect your skill rating and your tier as well.
