I don't think so since overbrightbits is supposed to control the brightness radiating from objects.
Maybe you could use bloom, or make them brighter by comparison to other map features, but make them brighter directly I don't think so.

The only way that I can think of offhand is with bloom. I mentioneded bloom saturation in my cvar guide.

I've decided to not make my cfg so dark, it's playable in the night, but when I got daylight in my room I can't see jack, but even though cap 80 makes it dark, the walls with mapoverBB 10 (even 4) are so oversaturated, they seem to be glowing, and it's really disturbing for the eyes
