My guess is that he's looking for players with awards he approves of. Probably the freezetag ones, accuracy, bunch of games played etc.

I fit the criteria... But I won the awards in a freezetag server where machine gun fires 1000 times a second and rail fires 9 times a second and players move at the speed of light with 100 gravity..
