Loading problems.

Whenever i try to start a practice game it show the Q loading screen but it doesn't actually load, so I close my browser, and re-start, in the menu bar it shows a 99% download on manifest.json, i wait until that dissapears and try again, same problem, this time i reboot and when I load in, it still says it's downloading that file. I've reset the settings to default and cleared my cache the same problem still occurs, im on Win7 x64 with a mildly-lousy intel chipset. To put it this way; i can run Planetside 2 and FarCry 3 on low. I don't think i need a better card. I have like 6 gigs of ram... Java... 7? 8?....7.
