A good mouse and a mousepad helps. You won't be a pro, but it'll help some, and it won't hold you back from improving like a poor mouse and lack of pad will.
If you're just goofing and having fun, no you don't need it.

9 is quite a big number tbh, I'm curious about the resolution you are using ingame.
- Are you using raw mouse input in Quakelive?
- What is the exact model of the mouse and what is the Hz your USB port running at? (asking because some mice only performs good with certain DPI and/or with a certain usb polling speed and/or on a certain surface/pad, so it's not irrelevant what you buy or if it would worth it or not)
Goliathus is way overrated. I went through a crapton of pads before I found one that could compare to the better hard surfaces out there.
