Not sure what you're seeing exactly, as his mousing style doesn't look uncommon to me. Russian style with low sens and some accel usually produces the "tiny quick adjustments" look.

He later switched to the abyssus, however he still used the same "philosophy" of fairly low base sensitivity (~45 cm/360) with a healthy acceleration (~0.2). He also tended to use a slightly higher m_pitch (vertical sens, about 28 % higher) with invert mouse. Another relevant quirk is the use of m_filter 1.
Always a claw grip, often with russian style keyboard positioning. Unlike some russian styles which place the mouse parallel to the display (see unKind here: http://www.youtube.com/watch?v=bl-VawJDWiE) , he sticks with the more normal perpendicular positioning.

Interesting style--at least it is to me.
Why does he lift his mouse off the pad? Seems as if it would reduce accuracy but that is obviously not the case.
Could be because he uses inverted mouse aswell up is down,down is up.
Alot of the strange flicking motion that you see in frag videos/demos is because of frames being dropped. If you render a demo to an avi at 50fps ( or even more so 30 ) the mouse movement starts to look really 'snappy'. You play ingame at 125fps most likely, and the mouse movement is smooth across those 125 frames, but if you drop that to ~30, the mouse movement starts to look jagged and abrupt.
That, and Cooller uses high accel.

Lifting the mouse? Everyone does, you possibly do it every second or two without noticing. I can't imagine what sort of sensitivity and strange places you'd end up in if you didn't lift the mouse at all.
I'd bet a lot of maps tend to be biased in some way towards moving the mouse a certain direction, so it would be impossible to go the whole game without lifting the mouse once.
Aways ensure you are maintaining a high FPS rate in QL. Otherwise you can be at a big disadvantage. To find out your current fps rate, use the command: "set cg_drawfps "1"".
