    Question friendly fire - complaint limit / buggy

    OK so, i decided to troll ctf players by spawning a server with friendly fire on :P

    i set a complaint limit to 3 - however anyone who got killed never had the option to vote on a complaint. is it coz in game voting was disabled? it shouldn't have to be dependent on being able to vote mid-game because that just allows things like shuffle/map etc.
