Can't create match in practice mode

I want to train in new rotation's map but I don't know why after I start a match it returns me this screen:

Why I can't train in dm6 or toxicity with bot?
Why I can't play in basic arenas?
Why I can't play in 'rotation maps'?

To do that I have to start a training center map and then I have to call a vote in game, in the end I can add a bot, but that will be a FFA mode with 999 ammo and no damage for falls and rocket jump.

ps: I'm a normal user.
