I think my friend may have an interesting suggestion here. If there was a way to eliminate the camping, or at least reduce it - then adding sypotic934's idea of survival points as currency...we may just have a fun, surprise Quake Live hit on our hands.
If we all want Quake Live to thrive, I feel we need at least some creative modes like this. No matter how good a franchises' core gameplay is, it still needs to innovate and change with the times. Even the best franchises do this. Now, this doesn't mean Quake as we know it should be changed completely, but you need to be somewhat flexible.
Passion like this can go a long way.

Making this: takes a whole lotta hours (buying system/ outfit designs/ launching alternative gamemodes).
Fixing uneven teams/ragequiter problems/any easy bug that's been around for at least a couple of years: takes about 5 minutes.
Yet id doesn't take those 5 minutes to fix stuff. I think that this plan is quite unrealistic, taking the id staffs motivation into account.
At least the ideas are out there and I understand your concerns.
