i don't see it as such a big deal tbh, there's a timeout command, and even you can pause the game if it really turns out to be that bad. there is no need to moderate like a freak.

implement a permanent ban-list, or maybe if server scripts like knubbe's are legal to use then it has shortcuts that id has yet to implement.

also allow admins and refs to call votes from spec.
