No, he's saying that people who haven't played the game a lot perhaps don't fully appreciate why the rules are what they are.
Nothing wrong with TDM and faster weapon respawns if you like that sort of thing, but there's greater depth to the game with longer respawns. Pickups and competitions use 30s because of that.
