how to set shotgun as starting weapon

That's a good question! I don't think this feature is supported.

The "just respawned" weapon choice always seems to be weighted towards the mg.

Don't mess with any of the server setup options for starting weapons - space ctf automatically spawns you with shotty so maybe by messing with the server config you're getting in the way of the map setup.

At a guess the mapper has set a flag on the respawn points which gives you the weapon.

Depending on the logic, either this happens before the set server options and so it's the last weapon you receive that you spawn with OR it happens after the server options and it's the first weapon that you receive that you spawn with... just try putting the start weapons back to default

Your Servers will only make standard players not go premium / pro.

So the premuim servers will never be full only one game, every body quits.
