I believe you can use the QL start-a-match settings to create an excessive+ type server.

If you are a pro-subscriber you can change the weapon reload times, damages, projectile speed, player speed, gravity, and any other number of varaibles.

I never played more than one or two games on an E+ server but I think you should be able to recreate the feel pretty easily.
