Regarding to his current ipconfig, the connection IP to the router might be wrong.
He should also be able to connect via the windows interface (network overview, the "client -- router -- internet" window). My small workaround i´ve posted before should be the solution. Some posts are dangerous superficial knowledge and they cause confusion.

Since computer --> home router --> dsl/cable modem --> internet
and computer --| home router
Only three possibilities here:
Router messed up somehow (hardware/software).
Computer messed up somehow (hardware/software).
Physical connection between the two messed up somehow (hardware only).
The first thing I would check is the cables, and that the light for that machine is on (saying that the net jack is plugged into a computer and that computer is on). That rules out the physical connection being bad. (He has yet to verify this)
Since the router is working for that laptop, and that routers have very simple software that has a hard time malfunctioning, I would then move onto the "Computer being messed up somehow".
So "computer being messed up somehow", if the hardware was bad, ie. netcard spontaneously melted, I don't think he would be able to get the ipconfig that he did. Also this is astronomically unlikely ;-)
Software now, ok. We're not dealing with anything before the OS, and nothing regarding exact programs since he can't reach the router and cannot ping/tracert. Therefore problem exists in the network stack type place.
You can tinker with these settings by modifying "network and internet" settings in the Windows 7 control panel.
I want to know if anything changed before the problem started that could be seen as a possible cause before digging deeper :-)
