I can confirm that this happens with Plasma, Rockets, and Grenades as I have had all three happen to me.

I have demos of plasma and rockets. I've only done the grenade problem a few times and it was during warmup both times (no demo on warmup).

With the grenade problem some times it bounces around like crazy agains the player and the wall, but never hits the player!

I also remember one from the old forum (splash bug was introduced in December 2009, new forum came on August 2010), it was on Hell's Gate Redux. Can't find the video now.

perhaps it is more noticeable because in Q3, max rocket splash was 100 instead of 84.
