I don't think the RL is any different in QL & Q3 in terms of speed. I played QW recently and the RL definitely felt faster than the RL in QL (as it always did compared to Q3 as well).
One thing I've personally noticed watching people rocket fight is when the action gets close people stop aiming for feet and try to land directs - bad mistake unless your aim is sick. Most folks do this actually (from what I've seen).

hitting easy rockets in duel (also applicable in tdm and ctf):
predict your opponent movement in a more makro way!
- shoot at obvious escape paths (i.e he wants to leave the area for another item that is up)
- shoot AT items (armors, healthbubbles! weapons, spawnpoints,...)
- test / spam around corners not only to score dmg, but also to locate your opponent (headphones are a must!)
if you are dodging opponent rockets you should also think about these easily predictable moves!
Its all about direct hits. Of course you need aim for this ...... Other than directs the secret is to not only anticipate where your enemy is going , think about where that rocket that your about to hit is going to push them and aim there. That's how I aim with my rocket , also try to rocket their feet and since their going to get air time you have a easy direct shot, again this takes aim / anticipation.
Exactly. From the last month of practice, it's like Lt said: shoot the rocket where you think your opponent wants to go. I've played a few great dodgers lately- what makes them such good dodgers is their unpredictability. I can rock my old CA friends with most weapons now, but against a good dodger it's a whole other story...
