It's totally not. I know who they're talking about, and he finished one game with something like 88 percent accuracy. He's also blatantly cheating in spec if you know what to look for. Id, of course, will do nothing about it.
Post a demo and I'll judge. I once saw K1llsen finish a duel with 50 frags and 90% railgun accuracy on ztn, and yeah, I have the demo. I'll ****ing believe any percentage is possible at this point.

Someone must have their blinders on. I've played for slightly over a year and have seen about 15 hackers. Granted, some of these people are just new accounts and it's the same person, but still. (I know this is fact because I knew the person that was playing--they used the same binds and blah blah blah...posted this about 20 times in the forum so far)

Why CTF4 is bad
Leaving a game because of a single hacker still seems a little exaggerated to me.
Stermy played a few CA matches a couple of days ago, with railgun accuracies 62, 60, 69 and 94 in four consecutive games. Is that humanly possible?
Kinda hard to do anything about it unless you send a demo that proves cheating. Note that I'm not defending the guy, I believe whoever specced him that he was cheating, but I have to agree with Yakumo that it is definitely humanly possible to achieve 60-80 percent accuracy in instagib over several matches.Id, of course, will do nothing about it.

And this guy put up better numbers than that. Consistently. If he's better than stermy, then I eagerly await seeing him play in a LAN game...
And if you were to look at the guy's profile you'd see that every single match he's ever played, he's getting 60-80 percent accuracy.
