Error trying to talk in game -- messages not sending in game

I sent in this bug reports months ago, but it seems it was never fixed. I try to type in game and the message does not send, so I retype the same message and it doesn't send again. It takes about 3-5 times for me to actually be able to talk to my team mates or to the whole server. It is really annoying bug.
