Absolutely not. Skill calculations used for tiers are based exclusively on whether you win or loss a game.

Skill rating calculation in CA is based both on personal score and team score. I remember one of the updates mentioning that more emphasis on personal skill was placed in CA after the update.

Stop quitting every second game and maybe then system will adjusted your tier properly.

Quits have counted as both quits and losses for months now.
