hmm, ofc it does but only with some cvars activated/deactivated, maybe with postprocess & colorcorrect set to 1... rly can't remember more, but it does do something sir.
i think you have to disable postprocess to make intensity work
in the ultimative console guide are some more infos about r_ settings
my grafix is so ****ed up atm..

reset ur config to default and rebuild.... helped me when i screwed mine up and didnt feel like going through all the commands to fix it..

it would be the koolest thing, if we ever get black/white-textures =D (why does bloom exterminate the color?! anyone?)
..but i found another setting: r_ambientscale 1-100. with 100 every item shines like jewelery
still using over- and -mapover 1

If you use r_vertexlight 1... r_ignorehwgamma 1 and turn off color correction. You'll need to adjust your r_mapoverbrightbits/gamma/intensity, but all maps will be the same brightness.
The game color will be slightly more dull, but it does fix the problem by jones
