This problem should only be occurring if you have manually edited config variables, the map system was in fact improved to try and prevent this, but it couldn't be done without causing some issues for those with extremely tweaked cfgs.
I would recommend
r_overBrightBits "0" //objects too shiny otherwise in my oppinion
r_mapOverBrightBits "2" //one of the major causes of map brightness variation problems, keep default as it's what people use when making the maps.
They also added r_mapOverBrightCap which you may experiment with as well / instead.
