You could download a free virtual maschine simulator, like vmWare-Player and simulate a WIndows-XP ... there you can install Defrag, etc. ... FOr me this works perfectly for Ubuntu-Linux under...

I played CA on competitive level ... we had the problems you describe only if somebody was to slow on round-start.
