Is tier slumming illegal if it happens only on one account (like noobing 1-2 matches to get back to lower tier or by using handicap)?

As I've explained above this is not the same as voting 1vs1. Well, there are duel and FFA fans and there are CA fans. CA is very popular and for some players CA is the 1st choice.
